The Phantom of Washington
In 1814, Achille Destinee was a French military engineer who promised President James Madison he could save Washington from advancing British troops. (When working for Napoleon, he had discovered a chemical warfare weapon.)

He found it burning and a British soldier killed him.

The Phantom first appeared to haunt President Lincoln when the Civil War began.
