From this rite (The Parliament of Life), the parliaments were formed. Intended to be advisory councils acting as guardians and policy makers for their specific realms, the parliaments acted through avatars, elementals that were able to summon energies from the realms.
For example, The Green is a union of all plant life protected by the Parliament of Trees. The Green selects avatars to enforce maintenance of the biosphere. Another way to think of The Green is as a cosmic energy force that powers all plant life. It can be accessed by its avatars in a realm inhabited by the collective minds of the Parliament of Trees.
